This thin rubber seal sits between the ignition switch housing and the dashboard and prevents dirt and moisture from entering. On T2a models - this seal wears out over time - especially if the ignition switch becomes looser. VW part number 211 415 645. Combine this with a new ignition switch or replacement housing for a complete result.
