This seal keeps grease in your front wheel bearing and dirt out. A small component with great importance for the longevity of your bearing. VW used OEM number 131 405 641A for the Beetle - Type 3 - and Karmann Ghia with drum brakes. A worn or damaged seal leads to bearing dry-out and rust. Combine this with a new wheel bearing and fresh bearing grease for a complete overhaul.
