This cylinder head 071 101 351A is the complete unit for your T2b or T3 - ready for installation. The head has been reconditioned and comes with valves - springs and valve seats - so you only need to purchase the gasket and bolt set. Combine this with a new gasket set and you'll have a clean reassembly without any surprises later on.
