This plastic clamp keeps the handbrake cable neatly in place along the rod, preventing it from swinging around and getting damaged. VW supplied this part as standard under the dashboard, and it is quite prone to breakage and aging. With OEM number 113 609 625, you are well covered, and it is best combined with a new handbrake cable and holders for a neat finish.
