This rubber plug sits in the front of the head chassis and seals a hole where moisture intrusion can cause rust problems. Over the years, the replacement piece hardens and becomes porous, allowing water into places where it doesn't belong. VW used OEM part number 113 701 347 for this, and it is a simple but effective part for a clean and dry head chassis. Combine this with other rubbers in the head chassis if you are already sealing your Beetle.
