These rubbers prevent your fender from chafing against your headlight when the cover moves slightly. They sit on both sides between the fender and the headlight cover, so you need two of them every time you replace them. Many of these old rubbers have hardened or completely perished, so this is a good opportunity to address them properly all at once. Combine this with the headlight cover itself if you haven't replaced that yet either.
