This rubber ventilation hose ensures your fuel tank can breathe properly. On T1 and Karmann Ghia models - this hose sits between the tank and the roof - ensuring the pressure remains constant and you avoid problems with fuel supply. The replacement part 113 201 191A becomes hard and porous after decades - so replacement is recommended. Combine this with a new fuel line - and you'll have a fresh system.
