These rubber seals ensure that the bottom of your rear fender fits snugly against the wheel arch, keeping water and dirt out. The set contains a pair according to OEM 311 821 331C, exactly as VW delivered them at the time. After decades, these rubbers rot and start to leak, so replacement is recommended if you want to keep your Type 3 dry. Combine this with new door rubbers and windshield seals for a completely restored waterproofing.
